The agreement allows the U.S. to rotate its troops in the Philippines for extended stays, and allows the U.S. to build and operate facilities at Philippine bases, for U.S. and Philippine forces. [1] The United States is not allowed to establish permanent military bases. [2] It also gives Philippine personnel access to U.S. ships and aircraft.
